The reforms would ban online gambling advertising unless these platforms build in opt-out features for adults.

The Prime Minister last week announced a series of reforms to tackle online gambling advertising, following growing pressure from the public and parliament for change. It took the government nearly three years to respond to a report by a committee led by the late Labor MP Peta Murphy, which called for a complete ban on online gambling advertising.

The government released a report on Tuesday from the OIA, which is part of the Prime Minister’s Office, analyzing Labor’s policies. It found that the changes would “significantly reduce exposure to gambling advertising” and that the regulations would cost around $10 million a year.

Under the policy announced by Prime Minister Albanese and Communications Minister Annika Wells, gambling advertising on television during live sports will be restricted to between 6am and 8.30pm and banned on radio during school pick-up and drop-off times. The bill would also ban celebrities and athletes from appearing in gambling or odds-on ads, ban advertising on stadiums and player uniforms, and ban kinotype products.

OIA regularly analyzes and evaluates the impact of government policies. The report, released Tuesday, reveals previously unreported policy details, including details about the “triple lock feature.”

The changes mean that online gambling advertising will be banned by default on all online platforms unless the platform can prove that the ad target is 18 years or older, that the target must be “logged in,” and that users can opt out of gambling advertising.

Although this was understood to refer to targeted advertising on social media and websites, Guardian Australia confirmed that the “triple lock” ban was also intended to apply to podcasts and social media pages sponsored or sponsored by gambling companies.

Many, if not all, of Australia’s most popular sports podcasts, panel shows and social media creators are sponsored by betting companies.

The OIA report confirms the ban will also extend to streaming services such as 7plus and Netflix, podcasts, social media, app stores and sports code websites, including AFL and NRL apps and websites.

Asked about the interaction between the gambling advertising ban and podcasts and social media shows, Mr Albanese suggested specific details would be considered when the reform bill is introduced to parliament in May.

“All of these issues will be considered, but the framework that we have is very clear. I think this is a comprehensive response and a positive step forward,” he said on Tuesday.

The OIA report said the changes will affect 2,461 industry players, including gambling companies, broadcasters, podcasters and streaming services.

The Department of Infrastructure and Communications commissioned the Australian Gambling Research Center (AGRC) to produce a report estimating the socio-economic impacts of a total ban and two partial ban scenarios, rather than government policy. OIA’s analysis uses a range of two estimates to approximate the benefits, finding that gambling spending would be reduced by $62.7 million.

According to an unpublished AGRC report, a complete ban would reduce annual public spending on gambling by $109.5 million (1.4%).

The analysis also specifies that social media celebrities such as “The Inspired Unemployed” and basketball player Shaquille O’Neal will be banned from appearing in gambling ads because “it is argued that the use of such personas strongly appeals to children and young people.”

Mr Albanese told the National Press Club on April 2 that the bill offers a “balance” between allowing adults to “punt” and “ensuring kids don’t see gambling ads everywhere they look”.

The impact analysis said: “Although a blanket ban was found to have a large net benefit, it would impose a significant economic burden on the industry and impact Australia’s grassroots sport and media industries.”

#Labours #plan #restrict #gambling #advertising #set #cut #stakes #government #analysis #shows

The government’s plan to restrict gambling advertising would reduce Australia’s annual gambling spending by $62.7 million a year, or just 0.8%, but a complete ban on advertising would have “higher net benefits” but would place a significant burden on media and sports regulations, the government report says.
